The ESK has the committees on Waste Conditioning, Transport and Interim Storage (AZ), on Final Disposal(EL) and on Decommissioning (ST). This is an overview of the work and the members of the committees.
Committee on Waste Conditioning, Transport and Interim Storage (AZ)
The “Committee on Waste Conditioning, Transport and Interim Storage” (AZ) carries out consultations on safety issues in connection with the conditioning of radioactive waste as well as the transport and storage of radioactive substances. As far as the topics are related to the dismantling of nuclear facilities, for example the decommissioning and dismantling of the Karlsruhe reprocessing plant (WAK), these are dealt with in close co-operation with the “Committee on Decommissioning” (ST).
Major topics of the Committee’s consultations in recent years have been the development and continuous updating of the guidelines for the conditioning and storage of radioactive waste with negligible heat generation, the guidelines for the dry cask storage of spent fuel and heat-generating radioactive waste as well as the guidelines for the performance of periodic safety reviews and on technical ageing management for storage facilities for spent fuel and heat-generating radioactive waste.
Another major topic of the Committee’s consultations is the Konrad repository. The Committee regularly deals with various aspects related to the provision of radioactive waste packages for disposal in the Konrad repository. In this context, the Committee, among other activities, prepared the ESK statement of 25 October 2024 “Non-availability of waste packages suitable for disposal in the Konrad Repository – Causes, consequences and recommendations”. Furthermore, the Committee regularly seeks information on the progress of the construction of the waste treatment facility and the storage facility for the radioactive waste to be retrieved from the Asse II mine.

Committee on Final Disposal (EL)
The “Committee on Final Disposal” (EL) carries out consultations on scientific and technical issues in connection with the disposal of low- and intermediate-level as well as high-level radioactive waste..
The Committee regularly seeks information on the progress made with regard to repository projects in Germany (construction of the Konrad mine repository, closure of the Morsleben Repository for Radioactive Waste (ERAM), Asse II mine, repository for high- level radioactive waste, site selection procedure) and discusses new issues that arise. The consultation programme also includes issues related to main areas of research and promotion concepts in Germany.
Major topics of the Committee’s consultations in recent years have been the time required in the site selection according to the Site Selection Act (StandAG) and, in particular, the question of whether exploratory mines are necessary from a scientific and technical perspective. With regard to the Asse II mine, the Committee has intensively examined criteria suitable for determining uncontrollable brine intrusion to ensure an orderly transition from operation as scheduled to retrieval operation, if required (including the implementation of emergency measures).
If required, topics related to issues of radiation protection are dealt with in close consultation with the Commission on Radiological Protection (SSK) and their committees.

Committee on Decommissioning (ST)
The “Committee on Decommissioning” (ST) carries out consultations on general safety issues in connection with current projects in the field of decommissioning, dismantling and disposal. The latter is performed in close co-operation with the “Committee on Waste Conditioning, Transport and Interim Storage” (AZ).
Major topics of the Committee’s consultations in recent years have been the experience gained with water quality in connection with underwater disassembly work carried out in ongoing decommissioning projects in Germany, as well as technical requirements for the supervision of facilities for the treatment of radioactive waste and radioactively contaminated water during the decommissioning of nuclear power plants. Furthermore, the ST Committee has increasingly held joint discussions with the Committee in Reactor Operation of the Reactor Safety Commission (RSK) on cross-cutting issues, in particular reportable events relevant with regard to decommissioning.
Other topics of the ST Committee are the safety requirements on the decommissioning of nuclear installations in national and international rules and regulation and the consideration of experience and new findings in the field of decommissioning.
